The purpose of the HMBP is to protect and minimize damage to public health, safety, and the environment, from a release or threatened release of a hazardous material.

The Hazardous Materials Business Plan forms have been integrated into the California Environmental Reporting System (CERS) and will need to be electronically completed or uploaded. Please visit our CERS information page for more details regarding electronic submissions.

Your business or facility needs an HMBP permit if:

  • Your facility or business stores or handles specified quantities of hazardous materials.

The reportable quantities are equal to or greater than:

  • 500 pounds of a solid
  • 55 gallons of a liquid
  • 200 cubic
     feet of a compressed gas

HMBP Requirements

A business plan, detailing the location and quantities of their hazardous materials and wastes. The plan includes the following elements:

  • Facility contact information.

    • Inventory of hazardous materials
    • Site map
    • Emergency plan
    • Training program for employees
  • Pay a fee to the CUPA

HMBP Due Dates

  • March 1st- Annual chemical inventory certification due. Submit in CERS.
  • March 1st- Annual EPCRA chemical reporting form due. Submit in CERS.
  • March 1st- Annual Emergency Response/ Contingency Plan due. Paper hard copies will NOT be accepted. Submit in CERS.
  • Annual permitting fees to the City of El Segundo CUPA are due by June 30th as part of the consolidated permit program.

Assembly Bill 1429 went into effect January 1, 2020, and may change Hazardous Materials Business Plan (HMBP) reporting  timeframes for your facility.

ESFD Compressed Gas Food Facilities

The annual Hazardous Materials Business Plan (HMBP) submittal deadline is March 1.

The annual submittal is a good time to ensure your contact information is up-to-date, including your billing contact name, phone number, and email address. The Environmental Safety Division hopes to send annual invoices out via email this year, so please be sure to have your billing contact individual updated and current.
