What is Beach Cities CAER?

Beach Cities CAER (Community Awareness and Emergency Response) is a non-profit public benefit organization focused on providing a forum for increasing community awareness of the continuous improvement of coordinated fire department and industry emergency preparedness and response programs. BCCAER is a team of public agency emergency management officials, fire departments, schools, manufacturing industries and chemical transporters in the South Bay region with the goal of enhancing public safety.

Businesses subject to the HMBP program in the City of El Segundo are required to file an electronic HMBP. The business shall review, certify, and resubmit the HMBP annually. The HMBP may be filed electronically on the California Environmental Reporting System (CERS).

CalARP: Where can I find more information on the RMP?
The California Accidental Release Prevention Program regulations and other Statewide information regarding CalARP are located at the web site of the California Office of Emergency Services. Extensive guidance is available from US EPA's web site and these tools are useful for stationary sources preparing RMPs whether they are subject to the federal rule or not.
Hazardous Waste: How Do I Dispose of HHW Properly?
For Residents:
Pack the items for safe transportation and head over to the City of Los Angeles, Permanent Collection Center. The Center is open every Saturday and Sunday from 9:00 AM to 3:00 PM at Hyperion Treatment Plant, 7660 West Imperial Hwy., Gate B, Playa Del Rey. For more information visit the City of Los Angeles, Public Works Department or call (800) 988-6942.

Los Angeles County sponsors HHW Collections Events. A Collection Event is a one -day, drive-through event where residents are invited to drive in to a specific location to drop off their hazardous waste. The El Segundo event is held each November at Raytheon Corporation, Parking Lot “G” Hughes Way off Sepulveda Blvd from 9:00 AM to 3:00 PM. For Small Businesses:
Some small businesses may qualify to dispose of HHW at a City of Los Angeles, S.A.F.E. Center. Consult with the El Segundo CUPA to determine if you qualify prior to calling the City of LA Sanitation Dept at (213) 485-2260 to make an appointment for the 3rd Wednesday of every month.

It is illegal to dispose of hazardous waste in the garbage, down storm drains, or onto the ground.
Hazardous Waste: How Do I Know if My Business Has Hazardous Waste?
It is the generators responsibility to determine if their waste is a “hazardous waste:. They must classify their waste by testing or generator knowledge using the criteria in 22 CCR, Chapter 11. The definition of a waste and a hazardous waste can be found in CHSC, 25124(a) and CCR 66261.2
Hazardous Waste: What is Hazardous Waste?
A waste is a material that is discarded (relinquished, recycled, inherently waste-like, poses a health or environmental threat) a hazardous waste if it is a listed waste, characteristic waste, used oil and mixed wastes. Specific procedures determine how waste is identified, classified, listed, and delisted.

Hazardous waste may be liquid, solid, compressed gases, or sludge. The waste may be by-products of manufacturing processes or simply unwanted commercial products. If the waste has any of these four characteristics, then it is considered to be hazardous:
- Ignitability
- Reactivity
- Corrosivity
- Toxicity
Hazardous Waste: What is Sludge?
Any solid, semi-solid or liquid waste generated from a wastewater treatment system, water supply treatment or air pollution control unit.

Material that’s been used and as a result of contamination can no longer serve the purpose for which it was produced without processing
Hazardous Waste: What Is Use Constituting Disposal?
Placed into or onto the land/ground
Applied to the land
How often will my facility or business be inspected by the El Segundo CUPA?
- CalARP: at least once every (3) three years
- Aboveground Petroleum Storage Tank (APSA/AST): at least once every (3) three years
- Hazardous Waste: at least once every (3) three years
- Hazardous Materials Business Plan (HMPB): at least once every (3) three years
- Underground Storage Tank (UST): at least once every year (annually).
What Are UPA Fees Used For?
The fees that are collected are used to implement and maintain the UPA programs.
What Do I Need to Do If My Business Leaves the City?
In order to close out the Environmental Safety hazardous materials account, you will need to report the inactivity in CERS, by submitting an updated business activity plan and stating ‘no’ on all items. You may also need to have a final inspection completed by our staff.
